UNIDO Organized Specialized Training on Pre-Packaged Products Directive for NBSM and MSIB Staff

Yerevan, Armenia – September 1-5 – The United Nations Industrial Development Organization (UNIDO), within the framework of the European Union-funded “Support to Quality Infrastructure in Armenia” project, organized a five-day intensive theoretical and practical training on the Pre-packaged Products (PPP) Directive 76/211/EEC for nine staff members of the National Body for Standards and Metrology (NBSM) and the Market Surveillance Inspection Body (MSIB – two staff members). Some selected training sessions were attended by representatives (two) from the Quality Infrastructure Department of the Ministry of Economy.

International experts from the Czech Metrology Institute (CMI) delivered a specialized training program that combined theory with hands-on practice, focusing on the legal, technical, and procedural requirements of the PPP Directive. Participants explored key topics such as marking and labeling requirements, tolerable negative errors (TNE), sampling and statistical control methods, integration of measuring instruments (weighing instruments, density meters) into packaging control, and procedures for factory audits and compliance checks. 

A highlight of the training was an on-site visit at manufacturers premises to conduct simulated factory audit, where participants applied newly acquired techniques. By the end of the training program, participants strengthened their expertise in applying the PPP Directive, contributing to Armenia’s efforts to align its legal metrology system with EU standards.

The "Support to Quality Infrastructure in Armenia" project, funded by the European Union and implemented by UNIDO, is dedicated to strengthening NBSM’s role in providing sustainable and internationally recognized metrology services. By reinforcing Armenia’s legal, institutional, and technical frameworks for metrology, the initiative contributes to the country’s efforts in advancing economic diversification and trade competitiveness, aligning with the objective of the Comprehensive and Enhanced Partnership Agreement (CEPA) with the EU.
