Context:
Under the direct supervision of the IOM Programme Officer and overall guidance of the Head of Office (HoO) at the IOM Mission in Armenia and in coordination with relevant central and regional units the Project Coordinator is responsible for performing activities to advance progress toward durable solutions for the refugees and vulnerable persons in Armenia and improved access to livelihoods and employment opportunities.
Core Functions / Responsibilities:
- Coordinate the implementation of the activities to improve access to livelihood and employment opportunities, ensuring scope, budget, time and quality are in accordance with project specifications, donor requirements and IOM rules and regulations.
- In close coordination with the Programme Officer coordinate the IOM community development, SME development and infrastructure rehabilitation related activities, involving extensive liaison with diverse external parties, including local communities, non-government organizations, local businesses and other.
- Provide inputs and coordinate design processes and oversee compliance of technical specifications in the implementation of the community infrastructure rehabilitation activities to guarantee quality of output and alignment with national standards and IOM requirements.
- Support development of business plans, consult regarding relevant local legislation, available state programmes, business set-up and development.
- In close coordination with the regional and HQ data experts, regularly research, follow-up, compile, analyse and present information/data on relevant developments, migratory movements highlighting noteworthy issues for the consideration of appropriate parties.
- Prepare inputs to the project reports, situation reports, programme updates as necessary and/or as requested and ensure that relevant data and information are archived appropriately.
- Facilitate the integration of cross-cutting issues, such as Accountability to Affected Populations (AAP), Environment, Conflict Sensitivity, Protection, Resilience and Disaster Risk Reduction (DRR).
- Undertake field visits to coordinate project implementation, develop project activities, resolve problems with respect to project management and internal procedures, monitor project progress, and maximize project performance levels.
- Liaise with the programme/project counterparts, including Government agencies, UN Agencies, NGOs, and international organizations.
- Attend official meetings, appointments, seminars, training courses and further travel when required.
- Support in planning, coordination and arrangements for the mission’s events, such as seminars/conferences, presentations, and donor visits.
- Perform other duties assigned by the supervisor.
Required Qualifications and Experience
Education
- Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with five years of relevant professional experience, or
- High School diploma with seven years of relevant professional experience.
Experience
- Experience in IOM administrative and internal control procedures is desirable;
- Strong experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
- Knowledge of transition and recovery themes, such as durable solutions for displacement, livelihoods and socioeconomic integration, early recovery, rehabilitation and reconstruction of public infrastructure and social institutions, community cohesion, disaster risk reduction, and similar;
- Solid project implementation and field work experience;
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Skills
- Advanced computer skills, including Microsoft Office365 (e.g. Word, Excel, Outlook, PowerPoint, etc.);
- Organizational skills and self-discipline to work in a complex environment and deliver quality work accurately and concisely according to set deadlines;
- Excellent written and spoken communications for a variety of audiences, with demonstrated success in proposal development and project management is an advantage;
- Skilled in forming and maintaining coordinated, collaborative, and pragmatic working relationships across a wide diversity of actors, including staff, partners, stakeholders, and government authorities, among many others;
- Ability to work effectively within a team to obtain shared objectives; and
- Knowledge of IOM administrative rules and regulations is an advantage.
Languages
- Fluency in English and Armenian is required.
- Working knowledge of Russian is desirable.
