LRPS 2025-9199702 for Mid-Term Evaluation of the Education Development State Programme until 2030 in Armenia

UNICEF in Armenia is announcing LRPS 2025-9199702 for Mid-Term Evaluation of the Education Development State Programme until 2030 in Armenia.

The overall purpose of this formative mid-term evaluation is to provide a rigorous and independent assessment of the implementation and results to date of Armenia's education sector reforms as outlined in the Education Development Programme until 2030 with special consideration of gender, inclusivity and human-rights, particularly child rights. Although the evaluation will focus on the results achieved up to 2025, the findings and recommendations should inform the development of detailed 2027-2030 AP. Further details regarding the context, key tasks, expected deliverables, required qualifications, and other relevant information is outlined in the Terms of Reference (TOR).

The Technical and Financial proposal must be submitted to procurementarmenia@unicef.org e-mail address, by mentioning the LRPS 2025-9199702 and company name submitting the proposal in the subject line. The Technical Proposal and Financial Proposal must be sent as separate attachments in the same e-mail and clearly indicated as such in the file name (e.g.,Technical Proposal_LRPS 2025-9199702 _Company Name and Financial Proposal_LRPS2025-9199702 _Company Name). The technical proposal must not contain any budget-related information; otherwise, it will be automatically disqualified. It should be noted that the Completion of the Declaration on page 3-5 is mandatory and in case of incomplete Declaration, your application will be not considered. If the Company and its Management have not been found guilty by a final judgment or a final administrative decision for any of the matters stated in the Declaration, the correct response is "Yes".

It should be noted that UNICEF is an international organization with privileges and immunities recognized by the Government of Armenia. As such, it is exempt from VAT under the applicable provisions of the RA Tax Code. Vendors registered under the VAT system are expected to apply a 0% VAT rate when invoicing UNICEF.
