The UN Armenia Resident Coordinator Francoise Jacob’s Remarks at the Signing Ceremony of the 2026-2030 UN Sustainable Development Cooperation Framework

Honourable Deputy Prime Minister Gregoryan, Dear Deputy Minister of Foreign Affairs Abisoghomonyan, dear Deputy Ministers, dear colleagues,
On behalf of the United Nations Team in Armenia, I am pleased to stand with you today as we sign the UN Sustainable Development Cooperation Framework for 2026–2030. I sincerely thank the Government of Armenia for the spirit of partnership, openness, and trust that has guided this process from the outset.

We are signing this Framework at a critical moment in Armenia’s history. The choices made today will shape the country’s development path for decades. Peace, in this context, is not only a political aspiration - it is a powerful accelerator of development, unlocking stability and opportunity, and freeing talent and resources for education, health, social protection, and green growth. The United Nations firmly believes that sustainable peace and sustainable development are inseparable.
This is why the Cooperation Framework is anchored in the peace–development–humanitarian nexus. The UN’s role is to support Armenia in navigating this nexus - reducing vulnerabilities, strengthening institutions, and ensuring that development gains are resilient, inclusive, and lasting. We work across sectors and mandates, in close partnership with national and local institutions, with communities. The Framework aligns with Armenia’s long-term vision and reform agenda, supporting the Armenia Transformation Strategy 2050 and the Government’s “Crossroads of Peace” initiative, with people’s wellbeing at the centre.
A key contribution of the United Nations is our ability to localise global commitments. From the Sustainable Development Goals and human rights to climate action and social protection, our task is to adapt global solutions to Armenia’s national context - its priorities, capacities, and ambitions.
In this regard, Armenia’s upcoming role as host of COP17 on biodiversity is a remarkable opportunity. It places Armenia firmly on the global environmental map and provides a platform to advance nature-positive development, green investment, and regional cooperation. The UN stands ready to support the Government in translating this global moment into concrete national benefits.
Today’s signature also reflects the strong partnership and trust between the United Nations and the Government - built through years of close collaboration and shared responsibility, including in times of crisis. It is a partnership we value deeply and are committed to strengthening.
I also wish to recognise Armenia’s growing international engagement. Armenia is increasingly projecting a confident global presence, grounded in democratic governance, reform, connectivity, and peace. This engagement enhances Armenia’s international standing; it also shapes national priorities and policy choices while opening opportunities at home for investment, trade, science, and culture.
Ultimately, our shared purpose is to serve the people of Armenia, especially those most at risk of being left behind. Looking ahead, 2026 will be a people-centered year, with general elections, a possible referendum, and progress toward a peace agreement - milestones that underscore the importance of trust, inclusion, and social cohesion.
As we close another year, I often think of Armenia’s progress as the growth of a tree - one that began as a flower of hope and is now standing tall and strong, with roots that reach deep and branches that stretch wide. The fastest-growing part of the tree - its branches – represents economic and infrastructure development, forward looking international diplomacy and cooperation, cultural diversity, all opportunities for opening up to the world and driving the country’s rapid and confident growth.
The tree’s true strength lies in its trunk - its people. Through knowledge, decent work, contemporary skills building, healthy lifestyle, participation and trust, Armenia relies on its people to transform and ensure that no one is left behind.
The deep, strong roots are the foundational pillars of peace, stability and equality. Peace is built on trust and understanding, on addressing fears and hopes, exploring opportunities and challenges, and finding common ground. It is not merely the absence of conflict, but the presence of confidence - confidence that peace brings stability, which will bring trust and investments and long term visions. Equality flourishes through democracy, good governance, fair laws, and strong institutions that deliver for people. It requires effort - to strengthen the regulatory environment, combat corruption, and encourage competitiveness. These are the roots that anchor Armenia’s resilience.
Armenia’s international partners like the UN are the gardeners nurturing this tree - supporting the nation thrive and flourish together – including through a green and sustainable growth, grounded in shared values. Collective responsibility for our planet, for each other, and for future generations must guide every decision.
Let me conclude by wishing us all wisdom and courage as we begin this new phase of cooperation. The United Nations is proud to walk this path with Armenia - for peace, development, and dignity for all.
